I think its an interesting take on Batman. And as someone has already said there was a Batman story when he became a cowboy for a bit, which I think was gloriously dumb, in the very best of ways. He even had a cowboy outift in the justice league unlimited show.

To be honest when people complain about Batman having guns, you have to consider the context. This isn't a comic its a figure, and you should get figures based on how cool they look, and because they are a novelty.So I don't get the gun complaint, plus I think its a grappling hook.

Obviously you can just dislike the design itself though that's fair enough. I really like the design. I already have 2 Play arts Batmen, and I reckon I can have one more, so its a toss up between Spartan Batman, Cowboy Batman and the Kingdom hearts guys Batman.
