No there's no rule of exclusivity. Many licenses will try to go for exclusive rights, but now almost anybody can do anything if you can pay for royalties and likeness/character rights. Hasbro used to have Star Wars all to itself, but now Jakks Pacific is doing the jumbo figures and various foreign companies are taking their shots at the license. One thing that is often kept "exclusive" from company to company is size, I doubt NECA would sit idly by and let Funko make 7" scale figures of these licenses when they already have the rights for all of that. Just like DC won't let NECA make 7" scale figures of their characters because that's their field (NES Batman is an exception as DC has acknowledged it as more of a video game toy than a Batman toy), but DC is fine n' happy to let NECA make quarter scale figures of their characters. Sometimes it can be annoying when the only company with rights to a license can't seem to do it right, and the company that you want to do it better isn't allowed to make attempt.
