It's no secret, the prequel films were not a great experience for the franchise. I'd rather they just make the figures most people actually want from the OT and then do the lame movies so everybody who doesn't care about those can leave and not be forced to wait for the figures they want because Darth Maul was considered more important to do in wave 1 rather than Vader. I'm not 100% opposed to the PT getting toys, but getting Hayden Christensen and Ewan Mcgregor before the real Darth Vader and Alec Guinness' Obi Wan is irritating.

I'm pretty sure there marketing for newer fans i.e. kids of the late 90's/2000s and not us old guys. And the price of 20.00 is pretty high for a kid to get with his allowance.
