That's a folding stock on the back of the Joker's Smith & Wesson M76. The finish can be quite dull, resembling grey rather than black depending on the light and the last time it was cleaned.

I like how Joker's coat just hangs down. Some sculptors impose a highly subjective and arbitrary 'windblown effect' on molded capes and outerwear, which can be annoying for collectors like me who prefer a dignified standing position most of the time.
