I've been finding Vader at Walgreens and Toys R Us with ease, already seen like 5 in person. I will say though that when returning to the same store about a week later the rest are gone. I'd say the Proto-Fett is semi-rare to just uncommon, it's very highly demanded apparently but now it seems Walgreens is stepping up the distribution with people finding like 8 at once now.
