It reminds me of an character from a Sunbow cartoon. The head reminds me of the "Worms of Death" from the MASS Device mini-series and the colors are very Decepticon-ish. Like he's a Pretender or some weird alien. So that guy can battle He-Man, Joe, or the Autobots.
