I don't understand why Fox would have anything to do with The Watcher. He isn't a FF property or anything. Definitely no more than are the Inhumans and Disney has seemed to green light these.
I think it has something to do with the old mold being lost or broken and to re sculpt it was just not profitable for them. But that is entirely my own speculation.
