I think the ones to blame are possibly Marvel studio's writers not doing anything for him. A figure of him is not really over due. I know the Avengers figs will sell well , for a potential wave 3 like i said earlier Valkyrie is missing ...

So wave 3 could consist of

War-machine ,Valkyrie,

Quicksilver, [comic version] we dont need another scarlet witch via movie version as well hasbro isnt that kind, if we get one then wow .

Bulldozer possibly - avenger villain that's why. plus it seems hasbro is making it essential to have a villain in every wave [yay]
