I don't think the van was mentioned anywhere, and some of the figures that are featured on the back of the packaging of the Mystic Turtles wave (such as Napoleon Bonafrog and Atilla the Frog, check the TMNT thread as I recently posted pictures...) were not discussed either. Just like Hasbro as of late with the Marvel Legends waves on the horizon, it appears Playmates has some secrets up their sleeves as well.
As for the new van, I'm really not sure if that's what they're using in the cartoon. Truthfully, I've only seen two or three complete episodes (I hardly watch ANY television) so I wouldn't be able to give an honest answer. I prefer the look of the movie Party Wagon over this one honestly, but it is a nice piece of fan service if the vehicle isn't featured in the new cartoon.
