Yeah, it's a figure. I didn't get any Rocky figures, but in general NECA is pretty good at hiding pose. Looking at the full set of images, he has a ball jointed neck, ball hinged shoulders and elbows, most likely ball joint wrists, some kind of diaphragm joint (likely a double ball), probably ball hinged hips though those shorts could inhibit the full use, ball hinge knees, and something in the ankles (probably their typical ball jointed ankles). It's one thing to joke about how stiff their joints can be, but there are a lot of joints there.

The articulation on the newer NECA releases is leaps and bounds over their releases from the past. Just compare Arnold as the Terminator in their older figures to the newer figures of Arnold in Predator.
