That's from the special edition added scenes so that guy was only Boba Fett for like 5 seconds on screen otherwise Boba Fett has like 4 or 5 faces under that helmet, also that's behind the scenes so under that view Darth Vader looks like David Prowse under the helmet and not crispy biscuit man. We never see Boba Fett without his helmet in the movies so the helmet is his face, and Jango Fett doesn't count because even though they said Boba's a clone he could still look different.
