Fury, Rhodey & Falcon are only cameos, but the lack of a black Avenger will be addressed by Infinity War when Black Panther joins.
Come to think of it, Rhodey and Falcon - the black sidekicks - in the comics take over the Iron Man & Captain America mantels so who knows where the MCU is going
