Kind of. Originally Duke was gonna be Fury's son long before Fury had a son, so in concept yeah. Duke isn't a re-imagining of the original Nick Fury, he's a reworked and recycled use of a marketing plan to sell toys which involved a proposed child of Fury. I've always felt weird about G.I. Joe and Transformers comics (from Marvel back in the day or whoever does 'em now). I have a great deal of nostalgia for the old Transformers comics and I was really happy to find an original run copy of issue #1 and what not, but I've always seen them for what they are. Very poorly made and rushed comics to sell toys. I don't fault them at all since they got the job done and have some nostalgia credit (like I said) but they're basically just toy catalogs with speech bubbles. Regardless, Joes and SHIELD working together against Hydra and Cobra is a really easy way to blend collections with some fun.
