In the movie, that particular T-800 is sent back to when Sarah was a child. She grew up with that Terminator as her father figure. The organic overlay of the T-800 model behaves like any organic material and ages, even though the underlying structure is the same. Kind of the downfall of having a natural organic exterior is that it degenerates like any skin and muscle would. AKA: That's their excuse to have Ahnuld back.
