I really don't think that logic holds up. Since when has Hasbro been bashful about doing multiple version of the same character? I'd be willing to buy that the Vishanti set was basically a proposed "Comic-Wave" for Dr. Strange, but we'll still get one "Movie/Hybrid" wave (ala Ant-Man). Getting two Dr. Stranges this year means diddly when the Dr. Strange in that wave would be the "movie" version.

Once again, if they made a wave for Ant-Man, they'll make one for Dr. Strange. He's less obscure than the Guardians of the Galaxy were prior to their cinematic debut (if only a little bit so).

From a marketing perspective, it only makes sense to do a Dr. Strange wave. Yes, he's somewhat obscure, but the whole point is to push the character to a greater level of public awareness. It won't be a full retail product line by any stretch, but it'll be basically like what we got for Ant-Man: A Wave of Legends and a couple side-items.

It also may be subject to change: If Ant-Man is a big hit and the product disappears from shelves, Dr. Strange may get a boost.

And beyond all that: If there really is a ban on X-Men/FF based figures, Hasbro needs to milk the catalog for all its' worth. Not doing a Dr. Strange wave would be stupid in that instance.

If there's a ban on FF/X-Men figures, it's coming from Disney, not Hasbro. The guys at the Q&A at SDCC can't do a thing about it in that case, and Disney's not going to care more about a group of adult toy collectors than they would handing Fox millions in free advertising by making X-Men and FF based products (and if specifically movie-products, then Fox even gets a direct cut of the Merchandise revenues).

Disney isn't likely to starve Fox out with this approach, but they can make life annoying for them, which is the point. It's dirty business...but it's business.
