Historically speaking, Fantastic 4 movie lines have never done well.

The embargo is solely fan created, and has always been fan rumor but Marvel loves to stoke the flames on it.

I mean we did get Omega Red, and Cyclops in MI, with Emma Frost, Rasputin Juggernaut, and North Star coming up. So if there really was an embargo, those all would have been pulled. Heck, Illyana wouldn't have made it into the Dr. Strange set even.

Avengers and Spider-man are in right now. The toons are helping with that as is the MCU. X-Men will make a comeback later on the merchandise front once they get a stronger audience foothold again. Fantastic 4, not so much. They've tried a couple times already with those on the two previous movie lines and a legends line. Those didn't do well. Fantastic 4 banks on screen, but typically not on shelves outside of the main 4 and the fantasticar. The movie is leaning more ultimate universe fantastic 4 and wouldn't really need a toy line until maybe the sequel. At which point Hasbro could possibly merge the Fantastic 4 line and X-Men lines as one toy line if Fox really is looking to merge those cinematic universes.

It's a matter of timing and striking when the iron is hot. Right now it's not.
