As I said above, the support wasn't there for Vault Hunters. After comparing Claptrap sales to Psycho sales the retailers said "no thanks" to anything that wasn't Claptrap.
Valve was actually part of the reason we got no L4D humans, just like they're currently stalling the TF2 figures. Retailers have also expressed that they don't want toys of normal people who aren't title characters or recognizable otherwise. The L4D survivors are way too normal looking.
It all makes sense, just the cruel real-world sense. You go into business to earn a profit, not to satisfy every single customer. If a company like NECA gave in to every demand/request they'd go belly up pretty quickly.
