I think most retailers (like Walmart) simply rent shelf space to manufacturers like Hasbro (that's why you can catch your local Hasbro rep rearranging the displays). all they have to do is return damaged merchandise to the manufacturer and not bother dealing with it. I remember a scam in the 90's where people would buy a chainsaw, take it out of it's case, replace it with a brick and return the brick filled case for cash, then sell the chainsaw elsewhere for pure profit. the manufacturer complained and told Walmart they needed to have there employees check the returns, Wally said FU and quit carrying there brand. that's why so many larger items now have a tag inside telling the purchaser DO NOT RETURN TO PLACE OF PURCHASE, with an info number.
