They already did recast him in season 8. Rosenbaum wasn't in season 8. Original Lex Luthor was. Now granted it wasn't a permanent recasting, but that shows they are willing to do it. They also said Clark will never fly, etc previously. Which we all know has since changed.

What they say in the past, only stands for that season in question. Not future seasons. Things change, stories evolve. Like all the people who whined about how the superman costumed appearnce in season 9 was a lie, yet there it was at the end of the season, just as they said "not as you'd expect it." They also said Kara would not be returning... Yet here she is in Season 10 too.

They also said previously clark will never get the superman costume in this series, yet season 10 will. So like I said, what they say, tends to change as the story evolves. Mind you, I'm not denying there will be Lex clones, but let's be honest here, without having read the episode scripts ourselves, what happens in it, is anyone's guess. Nothing is set in stone as much they claim it was previously.
