I wouldn't. I have the Kakashi and he is far to big. The line is actually in about the same scale as the current Ninja Turtles or Power Rangers lines.

EDIT: found an old picture I took of him next to Joes. He's way to big.



Since someone was asking on a different forum, I took a picture of how Shodo VS Rider 1 scales with others. The DBZ Neo Shodo figures are still tiny.
Great scale pictures really helps see how these fit together.
Naruto is a smaller size but still really big.
