I get what you are saying about legacies. However, my friend and I have a different idea. Now, before I go any further, I believe there are some characters in which a legacy is not an option, others there are.
Here's my take on it. Let's look at someone like Dr. Fate from DC. It's really the helmet that gives someone the power. So you should/could have someone train with the helmet to be Dr. Fate. This person trains and trains and beats all these evil things over a period of months, maybe a year or 2, maybe longer. Then, they fight the ultimate evil and they die. Total failure. Game over. So now the helmet has to find someone new. Maybe this person isn't as worthy and they fail sooner, maybe they are on par and they get just as far. And you keep writing it like this. That way, people could have their favorite Dr. Fate (kind of like Doctor Who, but not if you get what I'm saying). Anyway, eventually someone beats this ultimate evil. Then you move on, maybe a new evil rises up, maybe that last person gets corrupted and a replacement is needed and you play it like that. I'm not saying a new Dr. Fate each year, but make it a legacy like that, those who have come before you kind of thing. Give each incarnation their own strengths and weaknesses.
I would think that would make a cool legacy. In theory, you could do this with Batman or Iron Man and so on. That's my take on it.
