Power Rangers from 2010-2013 were all in the 4" scale. The 4" MMPR line was the main Power Rangers line of 2010 and a few more 4" MMPR items were released in the other lines. They have the same articulation as the current 5" scale Ranger toys. Some have more cartoony proportions than others.

The following teams have 4" figures:
MMPR: main line of 2010. Has extra figures in other lines.
Samurai/Super Samurai: main line of 2011-2012. Has a Rita Repulsa figure.
Megaforce: Main line of 2013.
Super Megaforce: Only 5POA and only male rangers.
Dino Charge: Only 5POA and only 3 male rangers.


And to bring it back to Japanese figures, there have been at least one 4" scale line that I know of.
Kyoryuger Brave Action: Made alongside the Kamen Rider Wizard candy toys. Only Red, Gold, and the cycle where made. Like the other 4" Rider candy toys made for whatever's current, they have 50/50 paint apps/stickers.
