Restrictions meaning this scale is a con only scale. They're specifically not allowed to sell in ways that would compete with retail US TMNT releases. That's why Bandai and Revoltech were ok. Different geo, market and price aim. So these molds could pop up at cons for as long as the license allows it, but if that happens, sounds like each use will be new colors.

Also, they're limiting sales to 2 per person, must have photo ID to pick up.
