Because in a world where gamma radiation creates big green monsters instead of killing people with overexposure, the US government created a super soldier body enhancing formula during WWII, and a Norse god has visited multiple times to defend the planet a mid 20s person holding rank above lieutenant is what would be unbelievable.

Well in the comics Carol joined the air force as soon as she turned 18 and was so remarkably skilled that she became whatever type of special operative within the organization rather fast. So I could totally believe a woman in her mid to late 20s (depending on when her film debut actually is) who exists in a fictitious movie world already holding some rank.
