Hobby Link Japan is your friend! That particular stand is by Lost and Found Toys, if you search for 'flight stands' it will come up as an option.

I also use Obitsu stands for action figures, the smaller ones are perfect for 3.75" figures. The larger version I use for the Watcher.

Bandai's Action base 1 stands are also pretty good (they're the ones I'm using for the Classics seekers).
