Because of vehicles, cost, playsets, and the ease of dio props in 1:18th scale. It also takes up less room than 6''.

In the same storage or shelf space of one 6'' line's wave, you can typically fit close to 4 times as much with 1:18th/3.75''.

Where you can have a whole team with 1:18th, that's often barely even two figures of 6''.

There is some crossover in those areas though as some 6'' do intermingle well with smaller scales, but the space constraints do make it easier on playsets and displays, as well as cross figure fodder for kids. (Intermingling in GI Joe with avengers and shield, or superman/batman etc.)

For example, my MCU display shelf has the entire MCU avengers(minus vision) and has GI Joe movie figures for added Shield fodder to go with Agent 13 and Nick Fury. And I still have room for batman and superman and others like my Kamen Rider the next figures from the Motion Revive Series line. Also keep my Tron Legacy figures on that shelf too and still have room for more.

This is also why I favor mega blocks minifigs, and the candy toy model kits of sentai mecha. For display purposes and even poseability at that size, they take up less room and yield all the same experiences the much larger DX/Bandai versions give.

But in some instances bigger is better. Like the close to 3 foot tall Godzilla figure. It really depends on what you want or prefer.

Like the 3 foot Godzilla next to Megabloks CoD or Halo minifigs is outright gold.
