Originally it was due to packaging errors/variants during the 80's toy run. Making them separate characters was a retcon introduced by the 2002 show. In the 80's, Zodac and Zodak were one and the same.

Due to the retcon, Zodac now refers to the original Cosmic Enforcer and Zodak is the apprentice/successor. So the MOTUC releases are both part of the new continuity and a nod to the 80's packaging errors.

Personally, I prefer the "Zodac" spelling because it's closer to "Zodiac", which matches up with his cosmic origins.
