While most of the figures you mentioned aren't that great, I think most of the Loki's we've received thus far have actually been pretty good. Any issues with them come more from a matter of taste with the various looks we've gotten as opposed to it being a bad figure. There also have been several good villain figures put out as well, such as Stryfe, Baron Zemo, Baron Strucker, Mr. Sinister and Kang. Many others are pretty good too, it just depends on your definition of A-lister.

Many of the A-list villains have been presented in BAF form, and most of them are actually pretty good, such as Galactus (both the BAF and the Universe versions) Apocalypse (who has a decent Legends figure as well,) both Onslaught BAFS, MODOK, Mojo, and of course the Sentinel, who also had a great Universe figure.

This does however bring up a bigger issue, in that Legends DOES have a serious villains issue (or lack of...) and while many of us just want them to keep pumping out X-Men waves, and Hasbro is content to give us even more of Spider-Man and Cap, I'd personally like to see another all villains wave like what we got with the Toybiz Onslaught series...

Hasbro could probably just release X-Men, villains and Females for the next two years and 90% of us would not complain.....I know I would be fine with that with the exception of wanting Justice.
