Vulture head with an added monocle of some kind is obvious, and Star Lord is a good body base besides the neck. His youth sucking glove(what is that actually called?)would probably be the job of an altered Infinity Gauntlet(the smaller version that goes OVER a hand). Any other considerations? I did a Strucker using a Marauders' body and the head, harness and Infinity Gauntlet are from Vort (I still need to replace the biohazard stickers on his shoulders with Hydra waterslide decals).

Anyway, I think the head might be the GI Joe "Doctor" head. Also, the Gauntlet doesn't side over the hand; it replaces it. Not quite what you're looking for, but you can at least see what some of the pieces look like on a figure.
