I agree with everyone that creating individual characters is a better way forward in the long run, but for the current market legacy characters are financially more viable options of diversifying their cast. New titles don't last long due to oversaturation of the market. Nighthawk just got cancelled, She-Hulk got cancelled, X-23 got cancelled, Gambit got cancelled, and Hellcat, Drax and Mockingbird are all in danger of getting cancelled. Even Scarlet Witch, an extremely well-known character, has a badly selling book which will inevitably be cancelled soon.

The Mighty Thor, however, is selling really well. Same as Ms. Marvel and Spider-Man. It makes sense that Marvel are attempting to recreate that formula. Using well-known brands guarantees a longevity that can't really be questioned (unless it's Ghost Rider, which also got cancelled).

From a business perspective, legacy characters are doing very well, and Marvel is a business. Creatively? Your mileage is varying, with some loving them, and others hating them due to their principles, but given a chance, a few of the titles are really well written.
