First we'll convert everything to inches for uniformity (sorry metric system).

6'2" = 74"
5'9" = 69"

These toys are usually considered to be about 1/18 scale so we'll use that fraction for this determination and we'll put our results into decimals rounding to the third placement to easier note the difference.

74/18 = 4.111"
69/18 = 3.833"

We can see that these numbers are not precisely exact to the size of the toys so we know then that they aren't both true 1/18 scale but the results are close enough to safely use for comparison.

4.111 - 3.833 = .278

So the Kylo Ren figure should be around .278" taller than the Luke figure. That's a little more than a quarter of an inch which isn't too far off from the difference seen in your own pictures especially when we consider that wearing the helmet and hood probably makes Adam Driver a little taller than usual.
