Because it still needs to be poseable, and the system they use for interchanging hands is also the system for articulating said hands, so (a) they're not going to sculpt the hand as an unmoving part of the forearm, or only have wrist hinge and no swivel, and (b) there's no reason to design a new system of articulation for the hand that also makes it non-removable when they already have a system that works. It would be more work to make it non-removable, beacuse the removable system is already the default.
