I doubt that's what it is. He was first introduced this season, that costume was only shown just a couple of weeks ago, and I don't think his mask hangs around his neck like that when he's not wearing it. I doubt they would already have a prototype unmasked head for a statue of him.

There's also no mention/sign of DC's Legends of Tomorrow in the group of licenses.
