Well, I didn't actually read the books (gotta limit my comics budget), but from what I can find around the 'net...

The suit was created for him by Peter at the beginning of the ANADM Spidey 2099 book, and aside from the powers he already had (which include the web-shooting), the new costume is designed to mimic the added abilities of his original costume, though now with anti-gravity material added to the back of his costume, giving him greater aerial mobility (and even flight) than the weblike airfoil did.

So yeah, nothing particularly 'special' about the suit, but it's very striking and makes for a good-looking action figure (hence the 'toyetic' comment). I prefer the classic 2099 costume, but I like this one too.
