So a painted pattern works, at least for this figure. Also, at least when it comes to Marvel Legends, Hasbro doesn't make new tooling for a whole body for a non-BAF/non-MCU figure unless they're absolutely sure they can use it again in future, and even with those exceptions I stated, they often try to find ways to reuse it. Making a new body with a baggier-ly-clothed torso and chainmail arms/legs? So far, they've already used it for three characters (Hobgoblin, Dreadknight, Green Goblin), and can use it for even more in future. A body with a raised quilt pattern on specific areas which are specific to the classic costume of Shocker? Not much reuse potential.
Exactly. Would I prefer a quilted Shocker? Yes, absolutely. But between the tooling costs and his Superior Foes art, I think the one we got is just fine. As Shocker has stated in the comics, he keeps updating his tech on a regular basis - what's to say he's not just double-layering neoprene into his suit these days for shock absorption purposes? He's already worked in vibro-pads, and those haven't noticeably bulked out his costume any.

With all the newer bodies that Hasbro is introducing/plans on introducing, I'd say that an excuse like this, to reuse an old one and recoup some costs on that, are just fine.
