This is the very reason that Hasbro gave when asked at a past SDCC about MCU Ronan and Quicksilver. Stall said that if they came back someway in the films that would give them the opportunity for figures.

There are rumours that Hela is going to be a multi-film villain, so with luck that might tip Hasbro over into making a figure of her.
