I got a mail from HLJ today, they got a notice that the cigar (and I assume the swappable hand to hold it) will not be included:

However, Kaiyodo has now decided not to include that additional part, so we’re writing to let you know that this item will not include the optional cigar. The image has been removed from its page in our online catalog.
