The first issue of the AVP comics was published in June of 1990, five months before Predator 2 released. I seem to recall seeing/hearing somewhere that those first issues of the comic are what prompted them to include the Alien skull in Predator 2. So it's Dark Horse's comics that are responsible for launching the AVP-verse. It actually goes farther back than the AVP comics too since the concept was introduced in Dark Horse Presents #36 which was released in January of 1990.
The design of City Hunter being better is debatable, I prefer Jungle Hunter myself. City Hunter's arsenal is a definite upgrade though compared to the bare-bones set of weapons used by JH.
