While they can move funds to where they are needed, each division is expected to support itself. This means DC Collectibles is largely responsible for making sound decisions that will result in profits. If DC Entertainment felt that they were losing too much money on DCC, they could shut down that part of the business. Mattel holds the master toy license so it's not like they are depriving fans of DC figures.
