I mean, to be fair, characters that we think of today as having worn straight-up pants with no trunks, including Daredevil (and Captain America, among others) often were drawn with trunks the same color as their pants earlier on:





Although that what the figure has does sound more like a straight-up error rather than an homage to a now-dropped costume element.
