Not sure I understand your point about the budget for shading. You mention that it's more likely to be there for multi-pack figures, since the consumer is spending more money on them. The DD that I was griping about came in the Defender's pack, and featured none, just a bunch of mis-matched colored plastics.

It's tough to spot in a photo due to the lighting I had to work with, but in hand, you cannot help but notice it's there. It's a huge distraction. It's especially noticeable on the arms, upper thighs, and lower legs. In addition, the torso and upper thighs have a semi-glossy finish to them, while the rest of the body is a bit more faded and muted.

The selling point for me was the character's looks in the set. The costume that Cyclops was wearing is what I think of when I think of Cyke, and the Dark Phoenix is an iconic look for Jean Grey, even more so than the green. The extra heads that came in the box set were a plus, but they didn't define my purchase. I would have been just as happy if the set came out with only the semi translucent psycho look.

Cyclops was just a really well done figure in that set. The paint shading was a bonus, as it not only paid homage to the comic, but it came out looking just great. He's definitely in my top ten figures for this past year.

There have been a bunch of figures since that Black Panther that have featured stylized shading and washes. Black Cat, Toxin, Rhino, Big Time Spider-Man, and Red Skull to name a few, not to mention a bunch of the MCU figures as well. How they've turned out is a mixed bag though, with some of them being pretty good (mostly in the cases of the MCU figures, although Toxin and Black Cat were well done,) while others, like the mentioned Panther and Big Time Spider-Man, being a disaster.
