Outside of a few specialty collector's clubs, Star Wars (which is seemingly fading fast) and smaller sized Transformers...3.75" scale figures with Hasbro is DEAD. It sucks, because I used to collect G.I.Joe and Universe figures, but it is what it is. The name Marvel Legends is still the banner for the brand, which is carried by it's line of 6 inch figures.

That said, these are 6 inch figures, it's just that the Crossbones has either a bad mock up, or bad sculpting. With Hasbro these days, pick your poison.

I'm glad to see that they are finally getting around to improving some of the older figures, as the two heads that come with Cap are dynamite, especially when compared with past efforts, and the Crossbones isn't too shabby either (although it's 2 years too late for me to get really excited about.) I'm just hoping that the figure is able to hold an assault or sniper rifle properly with all that gear on his chest.

It's funny though, I look at this two pack, and I see more of a kitbash fodder kit than anything truthfully. I could very easily see the Rumlow head being used for a decent MCU version of Jigsaw, while the two Cap heads will be replacing the heads of older MCU Cap figures. Kind of pisses me off that while not perfect, the likeness to this two pack version is so much better than the upcoming Infinity War version, which I only want for the updated body sculpt. Why did Hasbro lowball that attempt?

I'm also sitting here trying to think what I can use to make an MCU Shocker as well, since the gauntlets in the film were ones that were stolen from Damage Control by Vulture and his crew in "Homecoming."
