I mean, we're getting restocks at numerous stores (both Walmart and Target) of the Sandman wave. You know, from over a year ago.
I don't think that I communicated clearly when I said "Jim Lee figures." My thought was that those are the ONLY figures that you don't see on the shelves. I can walk though into any store around these parts though and can find plenty of Dazzlers, Polaris, Sunfires, and have even come across an Old Man Logan or two. Shatterstar was warming as well in my area, until recently when he was revealed with the DP2 trailer. The Juggernaut wave still has remnants hanging out on shelves as I can very easily find a Havok, Phoenix or Kitty Pride. Even Rogue was easy to find for a bit in my area. I do think the Apocalypse wave is the strongest X-wave so far.

The Avengers themed waves also tend to have lots of peg warmers as well, but mostly because they pick characters not to many people are familiar with many a time. As someone mentioned, I can find Whirlwind, Cottonmouth, Sharon Carter, and many others without breaking a sweat.

The Spidey ones, I don't know...they just seem to move better where I'm at. Outside of that Rhino and Absorbing Man wave, nothing has really lingered (although I have seen quite a few Jackal's lately.) It could be the strength of Spidey's media presence (through his various animated series) or his colorful cast, but I can't see them replacing him ever as a Legends staple, no matter how many goofy versions we get.

At least they're actual comic appearances of Spidey this time around, instead of gimmick based accessory Spideys we were getting through the ToyBiz years.

The only reason I question the strength of X-characters when people say stuff like needing more X-men focused waves, is that if I do an eyeball test, they are simply not being gobbled up in the way that people say they would be. Not saying anyone is wrong persay, but I'd be curious to know though what the final numbers are like in sales, as Hasbro has come up with some shockers in the past. After all, according to Hasbro, Nova from GotG Vol:1 is the best selling Marvel Legends figure of all time.
