In my opinion it's about right. Ultimates are usually a few heads and accessories. The standard is two heads and a half dozen accessories. Their primary purpose being that you dont have to buy three figures for several looks. Personally i'd prefer to buy all three at the lower price point as i don't display severed heads but i do display variants. As it stands i have a huge container full of heads.
