Hasbro reissued the Toy Biz Doc Ock in a Spider-Man Classics line at one point too. It's the same mold except the Hasbro version has a Silver collar, gloves and boots. The tentacles are exactly the same as far as I know. That's the one I have because the Toy Biz version always went for more money than I wanted to spend. You might be able to find him cheaper than the Toy Biz Doc Ock in the classic colors and if all you want him for is the tentacles, then the figure's costume won't matter.

Those bendy tentacles do have suckers sculpted on the inside though, so they aren't really accurate for a classic version of Doc Ock.
