My friend is looking to replace this action figure for her son, but isn't sure who the action figure is. The only background I have is that he was found in a bucket of army figures, he is the size of a small figurine, and "he's some branch of military bomb squad/defuse"

The original got swept away by the waves after this picture (attached)
