I certainly feel your consternation and agree that it would be easy to come up with a generic biker/Mad Max look for Reese that would satisfy most fans. That said, a quick review of the landscape reinforces the understanding that Hasbro is more incentivized to reserve most of their tooling-budget and ‘extra effort’ specifically for MCU characters. That’s where the money and recognition is, not the mags. We both enjoy the Colleen Wing fig and she got ‘A-list’ treatment (an entirely new sculpt) despite being nearly an ‘F-list’ character. Now Netflix is obviously not Marvel Studios, but it’s also obvious that the Netflix figs benefit from the same enhanced treatment and budget that MCU figs receive. Add to all of this Hasbro’s knowledge of how popular kit-bashing is and you get a recipe for ambivalence on the part of the manufacturer.

Think of how many bodiless comic canon heads we’ve received for characters of some relevance and renown: Silvermane, Hammerhead, J. Jonah, Dirk Anger, and Madcap are surely more widely known and coveted than Colleen. While most of these characters are pretty important to many fans, none of them have been ‘finished’ nor is it likely that they will be. I believe that Hasbro, in conjunction with a vibrant kit-bashing/customizing community, thinks that they’re doing us a favor by throwing these heads our way and expecting us to fill in the gaps. The lesser comic canon characters are merely afterthoughts to Hasbro and will only get attention if there is media (movies/TV) to support them. I’m not happy with this, but I don’t see much changing in the foreseeable future either.
