The problem with Jubilee is pretty egregious though, and it's with the headsculpt itself, so if you were to do either, it's likely going to sit too far down the neck, causing Jubilee to look like Ram Man from Masters of the Universe.

Wow! That is bad. My beloved Colleen Wing figure suffers from the same issue. I was tempted to shave down her neck peg but as you mentioned earlier, doing that would make her head sit too low. I just learned to accept it. Hell, even appreciate it. She has a great range of head movement because of the odd design.
