I think we actually got pretty much every main character, especially the heroes. I reckon though the missing characters are mostly those that have been done in 6" as BAF, which I think shows that they're the characters which needed more budget. One of the problems in the line was that they never really found a way of getting these out beyond having one larger figure per wave.
Banshee was introduced in X-Men 28, appeared in a reprint, then returned when Chris Claremont revamped the eam and became a mainstay for many years, even making it onto tv, but never got a 4" figure, leaving the Claremont era team incomplete. Thunderbird on the other hand, was created for the new team and then died in the very next issue, appearing in only 2 issues, yet he got a figure.
