Not to sound like a Walmart apologist (cause I can't stand them...) but I can help but chuckle how many people still believe there is an underground Illuminati of figure hoarding employees that cause them to never be able to find what they are looking for....and that stockrooms of brick and mortar and big box stores are treasure caves loaded with all the figures they could ever desire.

I'm in the stock rooms and receiving areas of several Walmarts a day, and I can tell you what they do have in them. Beverages. Pallets upon pallets of beer, water, soda and energy drinks, in nearly every corner they can stick them. As for the toy racks in those same warehouses? Seasonal items. Water and NERF guns, fun noodles, water shoes and boxes of one dollar flip flops and pool floats of anything you can think of, from donuts to alligators. The space devoted to actual TOYS is actually very minimal.

You've hit it right on the head here. Unless the department has a dedicated representative from the company who orders (I see Lego reps in stores all the time where I live,) or a dedicated toy clerk who oversees orders for the department, chances are...that the store is on an automated ready scan system where figures are ordered automatically as they are rung up on the register. Cases typically run about 8 figures, so they need to sell 8 before an order for a case is placed. In theory, this is supposed to help the stores and the companies to prevent shrink (overstock) as well as save some money on labor, however, this becomes a problem when less popular figures backlog, as unless they are clearanced out, they will stay there preventing future products from ever showing up on shelves.
